Formation
Claims with one piece of evidence and two opposing bets totaling over 100 FACT tokens will trigger a jury
Juries are formed by inviting a random sampling of users until the member limit is reached
Deliberation
Once formed, a jury has 24 hours to deliberate
If quorum is reached before 24 hours, a ruling can be delivered early
Once the member limit is reached, deliberation begins immediately
